I have faced issues many times that I am processing payments. I will always blame the network no matter whose fault it's coming from. The best practice is to make sure that network is stable before I can go ahead with my payment.
I had one issue with my payment and it's from the payment gateway I used which was PayPal. I received a payment of $130 for a job and my account was suspended immediately for no good reason. I was asked to send some documents which I did and I was given 180 days to access my money again. It's why I don't have any business with PayPal again.
