Who sets the commission amount?

There are some sellers that automatically set the commission for the resellers, and sometimes it is just too low.
In that sense, resellers try to bargain for a better commission.
I feel like resellers should set their prices though, or maybe both should have a meeting and agree.

Resellers have no power over the price the business owner want to sell their products. They can try and negotiate with them to sell at cheaper price for them in order for them add their own commission to get something out of it.
